What I want is: Add or create a user group that can be requested at any time* (not normally, normally you can request only if you are a admin for 10/15 days of age and with 50 or 100 edits), but it needs to be in between admins and suppressors. It can protect pages, so super admins can only edit, move, delete, protect, etc...). It can also suppress changes and pages, like a suppressor. It can do some other things not available in admins/bureaucrats, also some special ones.

Any time means: even if you aren't a admin for 10/15 days of age and without at least 50 or 100 edits, but you need to check more boxes when you give a request and engage with more Q&A.
