You are planning to create a new user group that can edit pages of any security and has extended access to the abuse filter and namespace. Reason: no one has been selected since then, not a steward, not a system administrator. Updates need to be made.

We already have user groups for this. Administrators and Bureaucrats can use AbuseFilter and only stewards should be able edit pages with steward protection.
