Description

Handle thumb errors when !$enableLegacyMediaDOM

MediaTransformError implements MediaTransformOutput and so it has a
::toHtml to call but the output of that isn't phrasing content, as would
be required in the context in which parser output uses it when
!$enableLegacyMediaDOM.
