Both disabled. Deletion could cause DB issues.

This seems like a terrible idea: The suppressors have access to personally identifying information. No person who merely requested a right (without being appointed by the community or Stewards) should have access to such information.

I know I'm not tripping (see attachment). Deletion is possible. Thus it's simple, I don't need two extra accounts here, even if they have contributions. So please delete them, thank you.

I think if this protection level and its user group is created for testing on a test wiki, we will be able to protect templates and modules as Allow template editors only. And this protection level can be set on templates and models and only users with Bureaucrat and Stewards rights will be able to grant administrator or other rights if requested for testing.

I believe what Username is referring to is Phabricator accounts, which is also not possible since they have contributions.

Previously added in T34. It was removed upon me making a PR on GitHub to remove it for being useless. I am unsure of the practical use of any such protection level, beyond infrequent testing.
